I want a little more context for this quote. Does he mean that they are "dead" long before their actual death, or does he mean that their impact is still felt long after they are dead?

He means they haven't really LIVED. They are just getting by, not making the most of life. It's not about their impact, although that would be an interesting interpretation.
I just thought of something. I wonder how many people in history died before age 26 and made a historical impact? There's King Tut, of course, but he's just remembered because of the way he happened to be buried. Can you think of any more?
