Do you think that if you go to LIVE (not just visit) in another country you should have to learn the native language AND agree to abide by the laws

Why would anybody want to live in a country with all the fear and uncertainty that comes from not being able to ask for help, defend yourself to the police, talk to your neighbors, seek medical treatment or the like?
And yes, you as the newcomer, have a citizen's responsibilty to obey the laws. It's not your country, you do not have the right to change the laws. Only if you decide to actually become a citizen do you have that right.
